[intrepid-notify] Emergency shutdown

There has been a failure of the chilled water plant and the  
temperature in the machine room is currently over 80 degrees.  We are  
currently initiating an emergency shutdown of the Blue Gene to remove  
the heat load from the room.  We are working on bringing our backup  
chillers online and will keep you informed as the situation develops
