[intrepid-notify] Intrepid 10/13 maintenance period running long

Due to some issues that surfaced during today's maintenace period, Monday maintenance on Intrepid is running longer than expected.  We don't currently have an estimate as to when the maintenance period will end, but we will send an announcement as soon as the system has been returned to normal use.
