[intrepid-notify] lost jobs in cobalt

Intrepid users,

Today, at approximately 4:45pm, a portion of cobalt was mistakenly
restarted on Intrepid. This did not cause jobs to be terminated
abnormally, but did result in cobalt losing track of a few jobs that
were running at the time of the incident.
