[intrepid-notify] Scheduling Policy

Dear Users,

On Monday we will make changes to the scheduler to increase the  
initial priority of INCITE projects with a positive remaining balance  
in order to help them use their time up before the end of the INCITE  
allocation year.  Jobs submitted under these projects will initially  
have a higher priority than new jobs under negative INCITE or  
discretionary projects would.  However, this will not affect the rate  
at which jobs accumulate priority over time so that all jobs will  
still have a chance to run if they wait long enough.

This past Monday 'qstat' was modified to show the job priority (called  
"Score") in the '-f' listing.  This will help users in determining  
when their job should run.  Note that jobs with lower priority can  
still run before those with higher priority if there is an opportunity  
to backfill in which no other job with higher priority will fit.  The  
default sort order for the '-f' listing is now by increasing Score.   
To revert to the old order of increasing JobID one can add '--sort  
JobID' to the qstat command.
