[intrepid-notify] intrepid and surveyor /opt/ibmcmp change

Due to a recent system software change, the XL compiler libraries formly
at the base path /opt/ibmcmp are now located at /soft/apps/ibmcmp.  If
your Makefile directly referenced any libraries or include files  
in /opt/ibmcmp, please update the paths to /soft/apps/ibmcmp.  This
will typically only be necessary for multi-language builds.
