[intrepid-notify] Issues with GPFS

FYI, we have encountered a GPFS issue on Intrepid which is causing  
issues with the /intrepid-fs0 filesystem.  As a precautionary measure,  
we have temporarily stopped queueing on Intrepid and Eureka until the  
problem has been resolved.  At this point, we do not have an ETA for  
restoration of full service, but we will send out a note when the  
issues have been resolved.
