[intrepid-notify] Intrepid backfill queue changes, Monday, June 7

Beginning Monday, June 7, changes will be made to the backfill job-queuing limits.  These changes will only affect jobs for projects with negative balances which are submitting jobs to the backfill queue.  The limit on the number of jobs a project may have in the backfill queue will be reduced to 10, and the number of running jobs for a project reduced to 5.
