[intrepid-notify] Cobalt and control system issues on Intrepid

The system is currently in emergency maintenance mode. We have 
encountered a few cobalt and control system issues that we are working 
on currently. We hope to restore the system in the next 1 hour. Until 
then job submission on intrepid will be unavailable.
