[intrepid-notify] Challenger unable to run jobs

The Challenger system is currently unable to run any user jobs.  You can still use the Challenger login nodes to compile code or otherwise work with your files.  We do not yet have an estimate as to when normal job scheduling will resume, but we will send a status update tomorrow morning (Wednesday, August 8).
