[intrepid-notify] Update Re: Scheduler and filesystem problems on Intrepid

We are still working to restore services on Intrepid.  Filesystem access should be normal now, but no jobs can be queued or run at this time.

We will keep you updated, but we still do not have an estimate as to when services will be restored.
