[intrepid-notify] Update Re: Intrepid/Challenger/Eureka 2013-02-25 maintenance extension

We expect to release Eureka and Challenger soon.

Unfortunately, there has been a hardware component failure on Intrepid.  We are working to restore as much of Intrepid to service as possible, but currently we do not have an estimate as to when the system will be back in service.
