[dcmf] building bgp comm

The extra header files in the source tree are probably only used to build
the driver. An installed driver doesn't need them.

For some reason, we don't have a complete arch dir.
Only 45 header files (*.h) are found in
/bgsys/drivers/ppcfloor/arch/include on our system,
while arch.tgz contains 99 header files.
