[dcmf] Sowing/doctext in the comm library

While working on a document to help describe our existing directory/build 
system, I remembered something that may be of interest to the 
Sowing/doctext maintainers--whomever they may be:

In order to build our own manual/html pages from the source, I downloaded 
sowing-1.1.11 from the ANL FTP site.  However, it did not build correctly 
when not running configure in the source directory.  The comm tree on the 
Wiki contains the patch under "lib/mpi/sowing-1.1.11.patch", but I'll 
include it here too for ease of access.  I think it would be a help to 
pass it on to the correct people so that sowing/doctext can be updated.
