[dcmf] how to upload files outside the wiki?

We need to have a place to upload files outside of the wiki - for example, 
the generated doxygen documentation would be very helpful.  How can we set 
this up? Do we need an ftp server or ssh account to the web server?

Once we have the git repository set up it would be nice to periodically 
generate the doxygen from one or more git branches so the online 
documentation doesn't get stale.
