[dcmf] [PATCH 1/1] Issue 4362: Honor the romio_ds_write andromio_ds_read hints.

ROMIO can be built for multiple file systems by configuring MPICH2 with
--with-file-system=ufs+nfs (or whatever). Then, at runtime, locking will be
used only for files that are on NFS.
