[dcmf] Open source release of the BGP changes to MPICH2

As the IBM DCMF messaging team continues it's open-source work, we are 
interested in having our device layer incorporated in the stock MPICH2 
release.  We feel that this will help us to keep up to date with new 
MPICH2 releases and allow our software to be more accessible to everyone.

We are working on upgrading from 1.0.4p1 to 1.0.6p1 right now, but we have 
also heard that 1.0.7 is expected to be out soon.  How is that coming?  Is 
there a release candidate that we can use to make sure we are on the edge 
of development?
