[notify] DB issues on intrepid

FYI-

We are encountering issues with the database transaction logs filling  
up on intrepid and are currently working on the problem.  In order to  
minimize the possibility of job failure, we have temporarily stopped  
all queueing on the system until the problem is resolved.  Jobs that  
are currently running should continue to run normally, but any other  
jobs will need to wait in the queue until the issue has been resolved.

We apologize for the inconvenience, and will send another update when  
the system is back to normal.
