[intrepid-notify] new project and allocation enforcement starting 27 October 2008

Beginning 27 October 2008 the ALCF will enforce allocations
automatically at the time of job submission. Each job submitted will
be required to have an allocation that is active (i.e., not expired)
at the time of submission for the machine on which the job is run. The
principal investigator of each affected project will receive a
separate notification detailing which projects are affected and how to
take action.

Also, pilot projects will no longer be available after 27 October
2008. Users who are not already a member of a regular project will
receive a separate notification including instructions for applying
for a regular project and allocation.

Leading up to the 27 October 2008 deadline, the ALCF operations team
will install a set of job submission checks providing warning messages
in the event that a job does not fulfill the above criteria. The cbank
command, available on both Surveyor and Intrepid, can be used to list
a user's projects and active allocations:
