[intrepid-notify] Cobalt upgraded to improve backfilling

Cobalt was upgraded on Intrepid today to improve backfilling.  (This same change was made last week on Surveyor.)  You'll see a new column in the output of partlist which, when appropriate, reports the backfill horizon for idle partitions.  

You would see this, for example, if Cobalt is making room for a large job.  While currently running jobs are finishing, new jobs will be allowed to start that won't delay execution of the waiting job.  The time reported by partlist is in the format Hours:Minutes, and jobs of the appropriate size will be able to start on partitions being drained if they request no more walltime than the amount shown by partlist.
