[intrepid-notify] Intrepid/Eureka 09/14/2009 maintenance complete

Our regularly scheduled maintenance on Intrepid and Eureka has
concluded, and the system has been released back to normal use.  Note
that there is a short full-system reservation in progress on Intrepid.
The queues will start moving when that reservation is finished.
