[intrepid-notify] Intrepid racks 10 through 23 unavailable

Several Intrepid racks are currently offline while we try to correct what appears to be the failure of an internal networking component.  The rest of the system is functioning normally, but, while these racks are offline, jobs using more than 8192 nodes will not be able to run.
