[dcmf] Failed comm upload to Wiki

I've been trying to upload a 15 Meg .tgz file to the wiki. I've tried two
browsers and had Jeff P (Jjparker) try to upload the file as well.  Given
his success in uploading his files (
http://dcmf.anl-external.org/wiki/index.php/Special:Imagelist), it appears
that for whatever reason, 15 Meg from IBM to the wiki is just too big.  For
both of us, the page works for quite a while, and then goes back to a blank
version of the upload page.

Any thoughts?  It seems to me that the wiki isn't even really the place for
this sort of a file.  Is there another option?
