[dcmf] building bgp comm

[Kazutomo Yoshii]

I attempted to compile the bgp comm tree in BGP.
It failed when compiling  collect.c (GA sample code?).
I think this is not a big issue. I got all static libraries.

I just used a slightly modified Make.rules.ppcfloor as Make.rules.

BTW, here is the part of error msg I got.
