[dcmf] building bgp comm

I updated the page to reflect the fact that bgp.comm/Make.rules is a
symlink.  I intended that it should merely be pointed at the correct
file.  I'm glad you were able to use that to build the source, I just
added it yesterday.

On a side note, you shouldn't *have* to include /arch in the compile
for it to work.  I've tested it using the arch files from the
/bgpsys/drivers/ppcfloor/ directories and it works fine on our
systems.  Are you having trouble?
