We have the Contributor License Agreements available now.  Please see the

After the DCMF team has your form (and your employer's form), we will start
accepting your submissions.  The IBM employees will be filling these out
very soon.
*We intend to add these into the git repository for maximum transparency*.
Please let us know if that is not acceptable to you.
