[intrepid-notify] Intrepid 9/15 maintenance complete, prod. moved to Row 1

Our regularly scheduled maintenance on Intrepid has concluded, and the
system has been released back to normal use.  Please note that
production has been moved to Row 1 due to ongoing power issues resulting
from this past weekend's outage.  Currently we have no estimate as to
when Row 0 will be returned to production.
